In education, we have superintendents who lead by creating crisis.
These self-styled change agents are similar to gunslingers of the old west
traveling from town to town dispensing their brand of justice. In charge
for a couple years, they force change to occur. While some of the change
is needed, the style of reform causes havoc and dissension.
Eventually the communities have enough controversy and the
superintendents are asked to leave. They leave with their high salaries
and reputations intact while the systems must find ways to recover.
Whether this is ethical or not would depend on your point of view.
