It does strike a chord for me. I am thinking that formal structures are
in place to keep bad things from happening. That is the real purpose and
motivation. It is unconscious to all of us in the structure as we truly
believe the structure is in place to make good things happen. Since the
real purpose is to prevent things, the structure are limited in causing
new things to happen.

Just a thought.
