I have found that by starting scoping change with senior
management (and any others they are comfortable about including in
the process) and asking questions like:

* what are the issues and challenges and opportunities that need to
be addressed?
- the areas of dissatisfaction for people
- the competitive issues
- the issues from a variety of stakeholder perspectives
* what does the overal purpose for change need to be?
- that speaks to the issues/challenges
- that would be easily understood and supported by a
critical mass of people
- that would define what you hope to achieve
- what will be different
* which people need to be involved in the change and how?
- think through all stakeholders
- at which stages do each need to be involved
* how much influence do people need to have over strategy?
- tell/sell/consult/co-create
- what information is needed to inform the strategy
- what level of involvement will get the commitment
needed
* what information will people need to do quality work and make
wise decisions on a daily basis?
- about the competitive challenges
- about the potential partnerships
- about the predictions/potential scenarios for the future
- about the internal flows of work...
* what methods and processes will support moving forward
with this?
- will the plans achieve the purpose
- how will the involvement happen
- will this repond to the issues
