Rose Wentz asked: How does one help to create leaders in an organization?

I wonder if the "thread of discussion" which is implied by this question
is consistent with the essence of the concept of the learning organization
(LO).

Why?

1. Isn't the LO concept about the development of self
management/leadership?

2. Is there any relevance in the following story for the LO concept?
During World War1, some Italian military units were fighting on the German
side in the trenches near Verdun, France. One day, the commanding officer
of one of those Italian units decided that is was time for an attack.
Shouting "avanti!!" he started to climb out of the trenches. His men gave
him a thundering applause!
