Australia manadated training (I think 2%), and imposed a tax if it was not
demonstrated that it wasn't spent on approved courses. The program has
recently been abandonned as it has been generally agreed that it led to
many rorts and did little to advance the skills that industry needed. I
seems that you cannot legislate learning.
