Rol's comments remind me of those organizations who have strategic goals
annually applied (Hoshin). These are cascaded down throough the
organization, down to the work station level, where individuals can make a
practical connection to customer service and financial success as defined
by management.

By stating and cascading explicit Hoshin goals to everyone in an
organization, direct financial measures can be applied to improvement
work. We can actually measure our improvement work and see its explicit
context: delighting customers, addressing latent customer demand, creating
a positive work environment.
