Actually, there is some very interesting literature that indicates a)
traditional down-sizing does exactly what you describe, but b) true
re-engineering under specific circumstances gets employee buy-in and
commitment. The circumstances are that employees understand and accept the
corporate goals, participate in planning and implementing, and leaders are
open, honest, and caring in their communications.
