Replying to LO3626 --

the implicit, subconscious, purpose of strategic planning is to try to
overcome the impact of Spreadthink on the future of the organization, by
replacing a set of totally incompatible priorities with some semblance of
agreement, so that the organization will not be isomorphic to a set of
randomly oriented vectors representing individual managers mental models.

See John N. Warfield, "Spreadthink: Explaining Ineffective Groups",
Systems Research 12(1), 1995, 5-14.
