Pamela,

Your reply stimulated me to try and think of HR as more of a process than
a support function. I'm pushing the process thinking here but suppose the
HR model is a system chartered to managing the intake, retention and
disposal of knowledge. And suppose, rather that cast-in-stone edicts, all
personnel policies and procedures are understood to be adjustable filters
for aligning available knowledge with strategic planning. And finally,
image some objective measure of the gap between available knowledge and
planned knowledge published in the annual report. Pipe dreams can be fun.
