I believe nobody could give you specific action plan other than your
teams. However, I suggest you look into possible usage of Viable System
Model by Stafford Beer, or if there are diverse opinions as what the
groups should do, try Soft systems methodologies by Checkland. These are
systems thinking models which when use creatively within the group could
assist you in finding the directions for the group. Books on these two
subjects are readily available.
