Researching "Wicked Problems" LO2351

For the past 10-20 years, the term "Wicked Problem" has gained
currency. I know I saw the term as the title of a paper for the
first time in a UK-published journal in about 1977-78.

I'm researching the definitions of and citations to discussions of
"wicked problems." I'm writing a paper about the iterative use of
dialogue-style face-to-face meetings alternating with discussion
databases as a way to address these kinds of issues, based on some
work we're doing with a client. In the writing, I can't get by
with just an allusion to the phenomenon, and I'm unable to find
the original paper I remember. If you can help, I'd sincerely
appreciate it.
