I'm not sure what you mean by "eye for the big picture."

I think a leader can selectively focus their attention on the critical
leverage points in a system. Any system. What does this do for them?
It enables them to get the maximum result with the least effort.

I think that this requires the ability to learn at a faster rate
than anyone else in the system. It also requires the ability /willingness
to go first. To do stuff before other people will even believe it's
possible.

Many times, the impression I get is that leaders use sayings like eye
for the big picture" for reasons other than to get the maximum result
with the least effort. This often blinds them to information from
people with less rank even though these people have direct experience.

I think direct sensory experience is necessary to make decisions and to
form useful mental models. Often, leaders lack that direct sensory
experience which contributes to their operation from unuseful mental
models.
