I enjoyed the post on Roger Bohn's paper. I found it a few months ago
when exploring how to measure if system development organizations are
learning and if that learning translates to better performance. My
conclusion was similiar to Joe's: the SEI Capability Maturity Models (CMM)
for Software and Systems engineering are candidate measurement tools.
Unfortunately, I was distracted by the controversy surrounding the
accuracy of the CMM. This discussion has encouraged me to get back to the
real question.
