Gary,

I don't have all the answers to your questions but I do have a good one
for college retention. It is a faculty training program from the Univ.
of Missouri-Kansas City. Supplemental Instruction: Improving Student
Performance and Reducing Attrition. A program to improve academic
performance and retention rates for freshman and sophomore students in
high-risk, entry-level college courses.

This program has been widely used in community colleges throughout
Maryland. I believe it has been quite successful. But go to the ones who
developed the program and see what they have to say. Your contact person
