In your research on this very timely topic I suggest you get a copy of
IMPROVING PERFORMANCE : How to Manage the White Space on the Organization
Chart by Geary Rummler and Alan Brache (Jossey-Bass, 1990). It's all about
horizontal integration.

Also, I attended a conference last monday on Integration of Effort within
organizations presented by the Conference Board of Canada. I am sure they
wouldn't mind me sharing the key note paper with you, if you wanted it.
The company that they highlighted in this conference was 3M. They have
developed a whole raft of practices that promote horizontal integration.
Every org is different, what you require will require careful
consideration, some experimentation, luck...
