Responding to some of my comments, Mike McMaster says: "I look to the idea

differing meanings when we speak of "power" whether in organizations or not.
Your thoughtful comments have enriched my understanding of some of my own
ideas, and in particular, the preceding quote exactly captures what i had in
mind and very neatly distinguishes practices from "behaviors". Thank you.
