My experience would tend to discourage the use of a 360 for performance.
The is a real risk of having performance become a popularity contest. Most
360 studies are really interesting the first time they are done, but are
a tough mechanism for driving any behaviour change.
I am interested in other list participants experiences. I hasten to add
that they are better than nothing. The issue of objective measurement of
job skills is a big one and usually needs some professional benchmarking
help.
