The process of truly determining a core competency profile of an org is
a critical first step to commencing the learning process. After all, if
an organization does not know where it is collectively, how can it plot
a course of learning that addresses their true needs.

In my experience, understanding such core competencies is a key learning
process that must happen near the beginning. It is the fundamental variety
in "shared values" and an ignorance of what they are that makes the change
process so chaotic today...
