There might be pressure to do that, but in that case what in the standards committee was ``This is a generality which ASN.1 allows us to make'' has been elevated into a requirement on the implementor (that he be able to generate or use arbitrary concatenations of arbitrary encryption algorithms) when there was no such requirement on the product in the first place.
